習近(jin)平總書記考察吉(ji)林省長山花(hua)園社(she)(she)區(qu)(qu)黨群服務中(zhong)心(xin)時(shi)指出(chu),一個國家(jia)治(zhi)(zhi)(zhi)理(li)體系和(he)治(zhi)(zhi)(zhi)理(li)能力(li)的(de)現(xian)代化(hua)水平很(hen)大程度(du)上體現(xian)在基(ji)(ji)層(ceng)。基(ji)(ji)礎不牢,地動山搖。要不斷(duan)夯實(shi)基(ji)(ji)層(ceng)社(she)(she)會(hui)(hui)治(zhi)(zhi)(zhi)理(li)這個根基(ji)(ji)。為全面提(ti)升城(cheng)市(shi)社(she)(she)區(qu)(qu)治(zhi)(zhi)(zhi)理(li)法治(zhi)(zhi)(zhi)化(hua)、科學化(hua)、精細化(hua)水平和(he)組織化(hua)程度(du),促進城(cheng)市(shi)社(she)(she)區(qu)(qu)治(zhi)(zhi)(zhi)理(li)體系和(he)治(zhi)(zhi)(zhi)理(li)能力(li)現(xian)代化(hua),2019年(nian)贛州(zhou)市(shi)各縣(市(shi)、區(qu)(qu))先(xian)后成(cheng)立城(cheng)市(shi)社(she)(she)區(qu)(qu)黨工(gong)委(管(guan)(guan)(guan)委會(hui)(hui)),從城(cheng)關鎮剝離出(chu)來,專門管(guan)(guan)(guan)轄(xia)區(qu)(qu)域內的(de)社(she)(she)區(qu)(qu)居委會(hui)(hui)。會(hui)(hui)昌縣城(cheng)市(shi)社(she)(she)區(qu)(qu)黨工(gong)委(管(guan)(guan)(guan)委會(hui)(hui))致(zhi)力(li)社(she)(she)區(qu)(qu)建(jian)設和(he)服務品牌打(da)造,經過3多年(nian)的(de)用心(xin)經營和(he)耕作,以(yi)“打(da)造以(yi)人(ren)民(min)為中(zhong)心(xin)的(de)生活共同體”為目標(biao),圍繞社(she)(she)區(qu)(qu)黨建(jian)、社(she)(she)區(qu)(qu)治(zhi)(zhi)(zhi)理(li)、社(she)(she)區(qu)(qu)服務,不斷(duan)增強(qiang)群眾的(de)滿意度(du)和(he)幸福感(gan)。
優(you)化(hua)(hua)結(jie)構,賦能(neng)擴權,做優(you)社(she)(she)(she)區(qu)(qu)(qu)(qu)(qu)領導(dao)力(li)。一是(shi)構建(jian)社(she)(she)(she)區(qu)(qu)(qu)(qu)(qu)大黨(dang)(dang)建(jian)工(gong)(gong)作(zuo)(zuo)格局。著力(li)搭建(jian)城市(shi)社(she)(she)(she)區(qu)(qu)(qu)(qu)(qu)與行業(ye)黨(dang)(dang)組織共(gong)建(jian)平(ping)臺,切實把(ba)不(bu)相隸屬(shu)的(de)(de)黨(dang)(dang)組織互聯(lian)互通(tong)起(qi)來。強(qiang)化(hua)(hua)社(she)(she)(she)區(qu)(qu)(qu)(qu)(qu)黨(dang)(dang)組織對商務(wu)樓宇、商圈市(shi)場(chang)等(deng)新興領域黨(dang)(dang)建(jian)的(de)(de)領導(dao)。二是(shi)建(jian)立社(she)(she)(she)區(qu)(qu)(qu)(qu)(qu)黨(dang)(dang)建(jian)工(gong)(gong)作(zuo)(zuo)聯(lian)席會(hui)(hui)議(yi)制(zhi)度。明(ming)確議(yi)事(shi)協(xie)調(diao)機(ji)制(zhi)的(de)(de)職(zhi)責任務(wu)、議(yi)事(shi)規則等(deng),推動(dong)各類議(yi)事(shi)協(xie)調(diao)機(ji)制(zhi)規范化(hua)(hua)運轉。強(qiang)化(hua)(hua)工(gong)(gong)作(zuo)(zuo)指導(dao),促進(jin)機(ji)制(zhi)功(gong)能(neng)作(zuo)(zuo)用有效(xiao)(xiao)發揮。三是(shi)優(you)化(hua)(hua)基層組織設(she)置(zhi)。深化(hua)(hua)“網格黨(dang)(dang)建(jian)”,通(tong)過(guo)區(qu)(qu)(qu)(qu)(qu)域共(gong)建(jian)、龍頭領建(jian)、產業(ye)聯(lian)建(jian)等(deng)方式(shi),不(bu)斷優(you)化(hua)(hua)未來社(she)(she)(she)區(qu)(qu)(qu)(qu)(qu)框架下(xia)的(de)(de)網格黨(dang)(dang)支部設(she)置(zhi),推進(jin)社(she)(she)(she)會(hui)(hui)管理重心下(xia)移、延伸公(gong)(gong)共(gong)服務(wu)半徑。四是(shi)推動(dong)賦權強(qiang)能(neng)增效(xiao)(xiao)。按照責權利(li)相統一、人財事(shi)相配(pei)套的(de)(de)原則,依法(fa)賦予社(she)(she)(she)區(qu)(qu)(qu)(qu)(qu)黨(dang)(dang)組織“考(kao)核權”“監督權”“參與權”“管理權”等(deng)職(zhi)責。五(wu)是(shi)推進(jin)社(she)(she)(she)區(qu)(qu)(qu)(qu)(qu)工(gong)(gong)作(zuo)(zuo)者(zhe)(zhe)職(zhi)業(ye)化(hua)(hua)體系建(jian)設(she)。推進(jin)社(she)(she)(she)區(qu)(qu)(qu)(qu)(qu)工(gong)(gong)作(zuo)(zuo)者(zhe)(zhe)職(zhi)業(ye)認證制(zhi)度。公(gong)(gong)開招(zhao)聘社(she)(she)(she)區(qu)(qu)(qu)(qu)(qu)工(gong)(gong)作(zuo)(zuo)者(zhe)(zhe)時,優(you)先招(zhao)錄取得社(she)(she)(she)會(hui)(hui)工(gong)(gong)作(zuo)(zuo)者(zhe)(zhe)職(zhi)業(ye)資格證書的(de)(de)人員,強(qiang)培訓鍛煉,提升社(she)(she)(she)區(qu)(qu)(qu)(qu)(qu)工(gong)(gong)作(zuo)(zuo)者(zhe)(zhe)素質。
質優高效,提(ti)升溫度(du),做精社區(qu)(qu)(qu)服(fu)(fu)(fu)(fu)務(wu)(wu)力。一是打造(zao)(zao)“共(gong)享(xiang)黨群服(fu)(fu)(fu)(fu)務(wu)(wu)中(zhong)(zhong)心(xin)(xin)(xin)(站(zhan))”。對黨群服(fu)(fu)(fu)(fu)務(wu)(wu)中(zhong)(zhong)心(xin)(xin)(xin)(站(zhan))進(jin)行多(duo)功(gong)能(neng)挖(wa)潛(qian),注(zhu)入居(ju)(ju)(ju)民(min)(min)休(xiu)閑驛(yi)站(zhan)元素,形成多(duo)功(gong)能(neng)融合的社區(qu)(qu)(qu)共(gong)享(xiang)空(kong)(kong)間。既能(neng)提(ti)供(gong)居(ju)(ju)(ju)委會工(gong)作人員辦公的基(ji)本條件,又(you)能(neng)為居(ju)(ju)(ju)民(min)(min)提(ti)供(gong)靜態(tai)化的生活(huo)休(xiu)閑活(huo)動(dong)。晚上和節(jie)假日提(ti)供(gong)社區(qu)(qu)(qu)居(ju)(ju)(ju)民(min)(min)各(ge)類主(zhu)題活(huo)動(dong)與(yu)社群互動(dong),實現全(quan)年全(quan)天候開放(fang)的居(ju)(ju)(ju)民(min)(min)生活(huo)交(jiao)流(liu)空(kong)(kong)間。二是打造(zao)(zao)溫馨社區(qu)(qu)(qu)居(ju)(ju)(ju)家養(yang)老(lao)(lao)服(fu)(fu)(fu)(fu)務(wu)(wu)中(zhong)(zhong)心(xin)(xin)(xin)。打造(zao)(zao)1個縣級養(yang)老(lao)(lao)服(fu)(fu)(fu)(fu)務(wu)(wu)中(zhong)(zhong)心(xin)(xin)(xin),N個社區(qu)(qu)(qu)居(ju)(ju)(ju)家養(yang)老(lao)(lao)服(fu)(fu)(fu)(fu)務(wu)(wu)中(zhong)(zhong)心(xin)(xin)(xin),N個小(xiao)區(qu)(qu)(qu)居(ju)(ju)(ju)家養(yang)老(lao)(lao)服(fu)(fu)(fu)(fu)務(wu)(wu)中(zhong)(zhong)心(xin)(xin)(xin)。為老(lao)(lao)人提(ti)供(gong)日常(chang)照料(liao)、助餐(can)服(fu)(fu)(fu)(fu)務(wu)(wu)、棋牌娛樂(le)、免費(fei)閱讀、書畫交(jiao)流(liu)等(deng)(deng)服(fu)(fu)(fu)(fu)務(wu)(wu),讓老(lao)(lao)人老(lao)(lao)有所養(yang)、老(lao)(lao)有所樂(le)。三是讓老(lao)(lao)舊小(xiao)區(qu)(qu)(qu)改造(zao)(zao)更(geng)有溫度(du)。改造(zao)(zao)更(geng)能(neng)滿(man)足小(xiao)區(qu)(qu)(qu)居(ju)(ju)(ju)民(min)(min)休(xiu)閑、聊天、健(jian)身、小(xiao)型聚會等(deng)(deng)日常(chang)生活(huo)需(xu)求,對小(xiao)區(qu)(qu)(qu)進(jin)行“小(xiao)而美”的更(geng)新。四是推(tui)廣“智慧社區(qu)(qu)(qu)”。加強(qiang)微信、微博(bo)等(deng)(deng)信息服(fu)(fu)(fu)(fu)務(wu)(wu)自助終(zhong)端等(deng)(deng)便民(min)(min)服(fu)(fu)(fu)(fu)務(wu)(wu)設施建設,把(ba)服(fu)(fu)(fu)(fu)務(wu)(wu)窗(chuang)口(kou)下移(yi)到(dao)社區(qu)(qu)(qu),推(tui)行“一站(zhan)式(shi)”“最多(duo)跑一次”服(fu)(fu)(fu)(fu)務(wu)(wu),讓群眾在(zai)家門口(kou)就享(xiang)受便利服(fu)(fu)(fu)(fu)務(wu)(wu)。
黨建(jian)引領(ling),細化(hua)(hua)參與,做(zuo)深社(she)區(qu)(qu)治(zhi)(zhi)(zhi)(zhi)理(li)力。一是(shi)積極推(tui)進“政治(zhi)(zhi)(zhi)(zhi)引領(ling)、法(fa)治(zhi)(zhi)(zhi)(zhi)保障、德治(zhi)(zhi)(zhi)(zhi)教化(hua)(hua)、自治(zhi)(zhi)(zhi)(zhi)強基(ji)(ji)、智治(zhi)(zhi)(zhi)(zhi)支撐”的社(she)區(qu)(qu)治(zhi)(zhi)(zhi)(zhi)理(li)模式(shi),組建(jian)法(fa)治(zhi)(zhi)(zhi)(zhi)宣(xuan)傳(chuan)、德育教化(hua)(hua)、矛盾(dun)(dun)糾紛化(hua)(hua)解、平安(an)(an)志愿者(zhe)巡防等(deng)4支隊伍(wu),深入推(tui)進法(fa)治(zhi)(zhi)(zhi)(zhi)教育、德育教育、矛盾(dun)(dun)糾紛排查化(hua)(hua)解、平安(an)(an)巡防、平安(an)(an)家庭創(chuang)建(jian)、智能(neng)安(an)(an)防建(jian)設(she)、特(te)殊(shu)人群(qun)管控(kong)、打擊整治(zhi)(zhi)(zhi)(zhi)等(deng)工(gong)作,創(chuang)建(jian)社(she)區(qu)(qu)治(zhi)(zhi)(zhi)(zhi)理(li)新格局。二是(shi)加大單位與社(she)區(qu)(qu)結對(dui)共(gong)(gong)建(jian)力度(du)。常態(tai)化(hua)(hua)開(kai)展機關(guan)企(qi)事業單位在職(zhi)干部職(zhi)工(gong)到(dao)社(she)區(qu)(qu)報(bao)到(dao)服(fu)務(wu)。結對(dui)單位要按照“每月(yue)一主題”開(kai)展共(gong)(gong)聯共(gong)(gong)建(jian)活動(dong),幫助社(she)區(qu)(qu)黨組織(zhi)和(he)居民解決(jue)實際困難和(he)問題。三是(shi)推(tui)進“社(she)區(qu)(qu)吹(chui)哨(shao)、部門報(bao)道(dao)”工(gong)作機制(zhi)。把社(she)會治(zhi)(zhi)(zhi)(zhi)理(li)重心下移,把資源、服(fu)務(wu)、管理(li)下沉基(ji)(ji)層、做(zuo)實基(ji)(ji)層,第一時(shi)間解決(jue)了(le)基(ji)(ji)層治(zhi)(zhi)(zhi)(zhi)理(li)的各類矛盾(dun)(dun)問題。
人(ren)(ren)人(ren)(ren)參與、共(gong)(gong)(gong)建(jian)共(gong)(gong)(gong)治,做活(huo)社(she)(she)區(qu)(qu)組(zu)織(zhi)力(li)。一是(shi)扎實(shi)創(chuang)建(jian)共(gong)(gong)(gong)治共(gong)(gong)(gong)享的(de)“紅色(se)物(wu)(wu)業(ye)(ye)(ye)(ye)”。在組(zu)建(jian)業(ye)(ye)(ye)(ye)委(wei)(wei)(wei)會(hui)(hui)(hui)中(zhong)(zhong),堅持“三優先、一規定(ding)、一把關(guan)”原(yuan)則(ze),即優先在退休(xiu)干(gan)部(bu)、優秀(xiu)黨(dang)(dang)(dang)員(yuan)(yuan)干(gan)部(bu)、社(she)(she)區(qu)(qu)網格員(yuan)(yuan)中(zhong)(zhong)推(tui)選業(ye)(ye)(ye)(ye)委(wei)(wei)(wei)會(hui)(hui)(hui)主任,規定(ding)業(ye)(ye)(ye)(ye)主委(wei)(wei)(wei)員(yuan)(yuan)會(hui)(hui)(hui)中(zhong)(zhong)黨(dang)(dang)(dang)員(yuan)(yuan)比例不(bu)少于(yu)50%,人(ren)(ren)選資格由社(she)(she)區(qu)(qu)黨(dang)(dang)(dang)組(zu)織(zhi)把關(guan)。同(tong)時(shi),推(tui)行“雙向進入(ru)、交叉任職(zhi)”,推(tui)薦(jian)社(she)(she)區(qu)(qu)“兩委(wei)(wei)(wei)”班子成員(yuan)(yuan)進入(ru)業(ye)(ye)(ye)(ye)委(wei)(wei)(wei)會(hui)(hui)(hui),主委(wei)(wei)(wei)員(yuan)(yuan)會(hui)(hui)(hui)主任或物(wu)(wu)業(ye)(ye)(ye)(ye)企業(ye)(ye)(ye)(ye)負責人(ren)(ren)擔(dan)任居委(wei)(wei)(wei)會(hui)(hui)(hui)兼職(zhi)委(wei)(wei)(wei)員(yuan)(yuan),使各方“合成一股(gu)力(li)、擰(ning)成一股(gu)繩”。二是(shi)全面(mian)推(tui)行物(wu)(wu)業(ye)(ye)(ye)(ye)黨(dang)(dang)(dang)建(jian)聯席會(hui)(hui)(hui)議(yi)制度。由社(she)(she)區(qu)(qu)黨(dang)(dang)(dang)工委(wei)(wei)(wei)(管委(wei)(wei)(wei)會(hui)(hui)(hui))駐片領導牽頭,組(zu)織(zhi)共(gong)(gong)(gong)建(jian)單(dan)位、居委(wei)(wei)(wei)會(hui)(hui)(hui)、物(wu)(wu)業(ye)(ye)(ye)(ye)企業(ye)(ye)(ye)(ye)、業(ye)(ye)(ye)(ye)主委(wei)(wei)(wei)員(yuan)(yuan)會(hui)(hui)(hui)等參加,共(gong)(gong)(gong)同(tong)研究解決物(wu)(wu)業(ye)(ye)(ye)(ye)問題。三是(shi)大(da)力(li)推(tui)進志愿(yuan)者(zhe)活(huo)動。以“黨(dang)(dang)(dang)組(zu)織(zhi)+志愿(yuan)者(zhe)協會(hui)(hui)(hui)”的(de)模式,整合志愿(yuan)服務資源,構建(jian)以“黨(dang)(dang)(dang)組(zu)織(zhi)為核心、黨(dang)(dang)(dang)員(yuan)(yuan)為骨干(gan)、社(she)(she)會(hui)(hui)(hui)志愿(yuan)者(zhe)為補充”的(de)快速、精準、高效(xiao)服務網絡,推(tui)進社(she)(she)區(qu)(qu)共(gong)(gong)(gong)建(jian)共(gong)(gong)(gong)治共(gong)(gong)(gong)享,讓社(she)(she)區(qu)(qu)自治有(you)活(huo)力(li)。
